Is removing blogger Navigation bar is safe?

When you open any blogspot blogs you can watch a navigation bar at the top of each blog.Most of the bloggers feels that it is an extra for their blog look and it does nothing.Blogger uses this navigation bar to flag adult blogs and others blogs publicity.Blogger never displays its identity except on navigation bar.Old blogger policies didn't say anything about blogger navigation bar.But now its policies are saying that

"Unless you publish your blog via FTP, the Navbar cannot be disabled."

So to remove this navigation bar your blog must be hosted on your own FTP server.

So "it may not safe to remove your blogger navigation bar".
